Fuzzy powder on the fuel cap

Fuzzy powder on the fuel cap
Fuzzy white powder on bottom of the fuel cap. After a few months of storage I opened te fuel cap and found the mystery fuzzies on the aluminum portion of the cap. I only use non ethanol fuel. Is this aluminum supposed to coated?
